The modern industrial system is a key part of Chinese modernization. Both the report to the 20th National Congress of the Communist Party of China and the 2023 Government Work Report stress the building of a modern industrial system. Starting on March 23, we are launching a series of bilingual articles themed"Wonderful Henan·Here We Are (Modern Industrial System)"to show you the measures Henan will take during the 14th Five-Year Plan period (2021-2025) to promote the development of a strong province with advanced manufacturing and modern service industries, and to accelerate the building of high-level industry carriers. We will take as our main task the building of an industrial ecosystem with a modernized industrial chain, high-efficiency supply chain, high-end value chain and systematized innovation chains. We will carry out intensive allocation of element resources to build a high-level industry carrier system with national strategic platforms and high-end industrial innovation platforms as the leading force, and industrial agglomerations and two zones in service industries as the support.

以构建产业链现代化、供应链高效化、价值链高端化和创新链系统化的产业生态圈为主导，集约化配置要素资源，打造以国家级战略平台和高端产业创新平台为龙头、产业集聚区和服务业“两区”为支撑的高能级产业载体体系。

Comprehensively promoting the secondary startup in industrial agglomeration areas

全面推进产业集聚区“二次创业”

We will optimize the functional layout and orientation of industrial agglomeration areas, strengthen the upstream and lower-stream coordination of industrial chains and trans-regional industrial collaboration, and encourage industrial clusters in city centers to develop to a higher level while helping those clusters in counties nurture their respective features. Focusing on innovation and breakthroughs, open linkage, city-industry integration and institutional innovation, we will raise the level of leading industries and improve their functions as carriers. We will accelerate the intelligent transformation of industrial agglomeration areas, build a digital supply chain system in these areas, carry out the action of improving the efficiency of 100 parks, reorganize and revitalize the approved but idle inefficient construction lands, and improve their per mu output. We will promote low-carbon, circulating and intensive development of industrial agglomeration areas to build safe and green parks, deepen institutional innovation in industrial agglomeration areas, promote in light of local conditions management modes such as "management committees working with companies", "integration of the administrative region with ETDZ working jointly with companies", or demutualization to improve the professional level in management and operation as well as the marketization level.

优化产业集聚区功能布局和定位，加强产业链上下游协同和跨区域产业协作，推动中心城区产业集聚区高端化发展、县域产业集聚区特色化发展。聚焦创新突破、开放联动、产城融合、体制创新，提升主导产业能级和承载服务功能。加快推进产业集聚区智能化改造，打造园区数字供应链体系。开展产业集聚区“百园增效”行动，整备、盘活批而未供和闲置低效建设用地，提高亩均产出效益。推动产业集聚区低碳化、循环化、集约化发展，建设安全、绿色园区。深化产业集聚区体制机制创新，因地制宜推广“管委会+公司”“政区合一+公司”、纯公司化等管理模式，提升管理运营专业化、市场化水平。

Accelerating the transformation and development in the "Two Districts" of service industry

加快服务业“两区”转型发展

Focusing on high-end and productive services, we will promote the functional optimization and service upgrading of business centers and professional service parks. We will also promote the integration of functions in central business districts, contribute to high-end resources conglomeration and featured brands promotion, vigorously develop the headquarter economy and the building economy, and form a number of high-quality functional zones with prominent advantages in industrial services and city services. We will drive professional service parks to develop their distinctive features, and attract service industries such as modern logistics, e-commerce, inspection and detection, R&D design, energy conservation and environmental protection so as to create a group of integrated innovation carriers to support the development of regional leading industries.

聚焦高端服务业和生产性服务业，推动商务中心区和服务业专业园区功能优化、服务升级。推进商务中心区功能集成构建、高端要素集聚、特色品牌提升，大力发展总部经济和楼宇经济，形成一批产业服务和城市服务优势彰显的高品质功能区。推动服务业专业园区特色化发展，吸引集聚现代物流、电子商务、检验检测、研发设计、节能环保等服务业，打造一批支撑区域主导产业发展的融合创新载体。
